Just curious, why would you need to do that?
If you want to use the mouse wheel to scroll, you can hold down the Option key ("alt" on european keyboards) to scroll vertically and Shift to scroll horizontally.
In the other softwares, like in Illustrator for exemple, it is the contrary, you have to press option while scrolling to get the zoom, so it makes it confusing when you come from a software to another.
