Yes, the Offset tool is definitely on our to-do list. We have been working on it for the next version, though it is still at development stage, i.e. not functional enough to fit in any beta.
We should be able to complete it before reaching the (close) deadline of this update.

Okay, permissions have been fixed and you should be able to upload your avatar.

Allowed file types are those commonly found on the web: GIF, JPG and PNG.

Yes, it's been increased to 60 KB, which should be enough for a 80x80, 32 bit PNG image. JPEGs and GIFs are usually lighter.
