Linking viewports to project views to show and hide layers on a per-viewport basis was implemented in HighDesign R9.

The size of callout heads is calculated automatically on the text it contains and font face and size. Changing the font size should allow you to resize the callout head.

My suggestion would be to continue working with the R9 beta. If for some reason you need to go back to R8, the latest beta includes a Save Special > Previous Version > R8.
Older versions of HighDesign are usually unable to open newer project files.
