You can copy and paste doors and windows from a layer to another with exactly the same procedure you described: select the door/window, copy, deselect, choose the other layer, paste. What is the best way to organize this with the thought that the floor plan might (probably) will need to be changed from time to time. Should it be a layer, sheet, or symbol.
