Do you have a tool command activated?

For instance, if you've selected line tool and clicked on the drawing to start the line and move off the screen, the drawing will move incrementally as long as you're still off screen... kind of auto-scrolling.

Why not simply draw these shapes with hairline lines, fill the interior, then plot at the accurate scale for the etching? I don't know whether the mouse your using has a setting profile in the System Preferences... Apple Mighty Mouse has different toggles for horizontal and vertical scrolling: on/off and speed of each. Perhaps your mouse has a dirver for OS X that will add this pane to the System Preferences.
